Q. Has The Landings Association decided to employ drone technology in The Landings?
A. No.
The Landings will be partnering with the Chatham County Police Department (CCPD) to install Flock Safety license-plate-reader cameras. These cameras will be installed on County property along Diamond Causeway. While our community enjoys a low crime rate, this proactive step aims to deter crime, assist law enforcement when necessary, and enhance resident safety — all while preserving the unique character of our community.

Q. Did Chatham County Police Department request TLA install these cameras? If so, why?
A. Yes.
During a recent analysis assessing our Security department’s strengths, weaknesses, opportunities, and threats, the Chief of Police at CCPD recommended that TLA consider implementing Flock Cameras. While The Landings is regarded as a secure community, there are more than 50 reported burglaries and thefts within the gates each year. The adoption of Flock Cameras could potentially reduce these incidents and improve case resolution rates. Statistical evidence indicates that cameras are effective in assisting law enforcement with crime investigations. The Security Committee, composed of Landings residents, reviewed the cost/benefits of using these cameras and recommended TLA have them installed.

Q. Has TLA considered the impact to members’ privacy with the implementation of Flock Cameras?
A. Yes.
The Flock system is designed with privacy and transparency at its core. Key safeguards include:

  • Limited Data Retention – License plate data is stored for no more than 30 days, unless required for an active law enforcement investigation.
  • HOA SafeList – There are options which will allow residents to opt out of data collection or request automatic deletion of their vehicle data. Drone or other devices that record audio will not be utilized, and no private information is gathered or stored. Furthermore, The HOA Safe List feature allows neighborhood residents to register their license plate number and opt to be eliminated from captured footage.
  • Oversight and Accountability – Only authorized personnel can access data, and all system queries are logged and fully auditable.

Q. Do Flock Cameras record facial recognition, audio, or video footage?
A. No. The sole focus of these cameras is license plates, which enables more effective responses to incidents and identification of crime patterns. In other communities, this technology already has helped recover stolen vehicles, prevent property crimes, and support investigations, while maintaining resident privacy. The City of Savannah and Chatham County already use Flock Camera technology.
